Rochester NY Internet Charges Rise |
Time Warner is announcing that they are changing their pricing model for Internet users in Rochester NY. Specifically, they are moving to a usage-based pricing model such that any given user can be charged based on bandwidth consumed over certain limits. They are planning to implement this pricing change in September of 2009.
So why is Rochester NY being targeted by Time Warner? I don't think they are. This city has long been a test market for many technology and telephony products. We saw a slew of new ideas tested on the Western New York city in the 90's when MCI and Global Crossing were still around. The idea is to try out a new pricing scheme on a medium sized market that represents "average America" and see how they react.
So how will Rochester NY react to the idea of paying per gigabyte of download? This remains to be seen. Time Warner is making the change for several reasons. First, they are trying to discourage massive bandwidth usage by certain individuals. There are some subscribers who set up file sharing and traffic in illegal downloads. Once these sites are discovered they attract massive usage. Secondly, the technical set-up of a cable Internet service is such that one user can actually cause slow download speed for other users nearby. This is another reason the company would like to restrict the high bandwidth consumers.
For those who live in Rochester NY and don't agree with the new pricing philosophy based on usage, there are alternatives. DSL is still widely available and is not likely to follow in the same path because individual users are isolated from each other. Additionally, with DSL the maximum download speeds are pre-defined. So there is less incentive for the DSL providers to cause customer anger by charging extra fees.
